Intensive Outpatient Program (IOP) & Outpatient Groups (OP)
Adolescents & Teen
Congruent Counseling Services offers a substance abuse and dual diagnosis Outpatient Group and an Intensive Outpatient Program (IOP) for adolescents and teens with mental health and substance use issues and/or mental health concerns. We have found most programs address either mental health or substance use issues, neglecting half of most teens’ issues. Congruent treats the whole teen – addressing both concerns at once.
These Programs are nationally accredited by the Accreditation Commission for Health Care (ACHC) and Licensed by the State of Maryland.
Our IOP program is in-network with most commercial insurances and Medicaid.
Our OP program is in network with CareFirst and Medicaid. Other insurances may utilize out of network benefits.

Our Approach
It takes a special therapist to work with teens. Patience and unconditional positive regard is essential. We can’t just offer information; we need to understand how our teens are thinking and patiently work to help them see what can work better. Help them see how they can meet their needs in a healthy, familiar and socially appropriate way. We need to walk in your “teen’s door”, work with them, and get them to walk out “our door”. Only then can we see change.
The teen years are like the work of a trapeze artist: they must trust, have self-confidence to let go of their childhood, swing and reach out, then firmly grasp adulthood. We must support them, listen to them, help them trust us and you, and help them know they can let go of childish thoughts and behaviors. This process takes time and must be achieved at the developmental level of the teen (not necessarily at their age or intelligence level).
We understand that sometimes teen substance use may be the result of trauma, divorce, low self-esteem, or other mental health concerns. Our clinicians are trained and experienced to evaluate and address these concerns either in group or through referring to individual or family therapy. We have therapists in house that may be able to help as well.
Parent Participation
Parent participation is very important. We need families to make changes to help their teens grow and change. This is a structured treatment program, licensed by the state of Maryland, offering treatment three days a week for three hours each day.

This is a structured treatment program, licensed by the State of Maryland. Clients may see an individual or family therapist while attending the IOP.
Statistics
- Only 30% of teens in treatment who currently meet criteria for abuse or dependence go on to have lifelong problems with substances; they may not be “addicts” yet.
- Over 65% of substance addicted clients also have depression or some other mental health issue.
